Dry Skin

Hey Guys,
I haven't done any PE for almost 2 weeks now. Near the top where the head is, my foreskin has dry skin. I've tried using mosturiser but it doesn't seem to help much. Any other guys had this? What causes it and how can I make it soft again?

If you are sure it is not a skin disorder, then try the following:

Coat the area with petroleum jelly, vasoline. Then, wrap with some type of cling wrap like saran wrap. Then, use a loose rubber band, or some type of elastic wrap to keep the saran wrap in place.
