Any suggestions on what i should be using as weights on my bibstarter?

I'm in the UK and have plenty of weights lying about that i would use for weight training on dumbbells - eg 1kg, 2 kg weights. Are these suitable?

And how are weights best attached to the bibstarter?

Yes, regualr weights are perfect

I supposed you are talking about the circular ones? If you are all you need is some nylon rope and such and thats it!

toss in my 2 cents. I use hand weights that are in a "D" shape so you can put your hands through. Then I use a Cord wrap made of velcro that I got from Home Depot to hold them together I'm using three 5 pound weights. Then I attach the nylon rope to the velcro on the center weight. It works great!!!!

The rope I use is a nylon mix. But its betterly known as "boat line" rope its soft and silky to the touch. Folds up nice and easy for quick storage. It kind of falls on itself and piles up.
