Cellular Impact of Penis Enlargement

Does Mechanical force start the production of cellular division? What determines the final size of the penis? What does free penis enlargement mean? I see this all over the web but when I click on most of the penis enlargement sites they are selling penis enlargement products not giving away penis enlargement in any way. To me, free penis enlargement is just what it says, FREE.
