I had this kind of thing for months before at the base of my penis.
It can be ingrown hairs, or inflamed hair follicle. It didn't go away. But finely it was gone after many months (I did not stop stretching). Now I have something in my foreskin near my glans. It will probably go away when I end PE (not anytime soon).

Definitely expect blisters, cuts, dryness, itchiness and other skin problems when doing this kind of hobby. It’s only when you retire then it goes away.
